 Reverend Robinson is an ordained minister of and serves as the Military Chaplaincy Endorsing Agent for the United Pentecostal Church International.  He is responsible for recruiting, engaging, equipping, and empowering qualified apostolic ministers to serve as military chaplains within the Department of Defense.   

Washington D.C.-born, Spotsylvania, Virginia-raised, he earned a Batchelor of Theology degree with

honors from the Apostolic Bible Institute, a Master of Divinity degree with honors from the United Theological Seminary of the Twin Cities, and a Master of Strategic Studies degree from the U.S. Army War College.

Prior to his current appointment, he spent 32.5 years serving our nation in the United States Army.  He served four years enlisted as a Flight Operation Coordinator and 28.5 years officer as a UPCI Army Chaplain retiring in December 2020.  

During his military service as a chaplain, he has served on five continents, in 12 countries and at every echelon within the U.S. Army from battalion-level to the Department of the Army-level.  His positions include battalion chaplain, regimental chaplain (3d U.S. Infantry Regiment, The Old Guard), brigade chaplain, Arlington National Cemetery Chaplain, Army Chief of Chaplains Logistics and Engineering Officer, division chaplain (2d Infantry Division), theater sustainment command chaplain, garrison chaplain, corps chaplain, and four-star level command chaplain (United States Forces Korea, Combined Forces Command, United Nations Command) overseeing religious support operations and programs on the Korean Peninsula for United States, Republic of Korea, and United Nations Command military personnel during peacetime, contingencies, and war.

Over the course of his ministry in the military, the Lord has blessed him to establish two thriving Pentecostal services and pastor eight different multi-staff congregations as small as 50 to as large as 800.  He has supervised and mentored the ministries and professional development of over 300 chaplains and chaplain assistants. He has revamped Army-wide policy regarding religious facilities, equipment and supplies and developed eight new standard designs for Army religious facilities valued at $113 million dollars.  And he has overseen the garrison-wide religious support program for 16 different garrisons impacting the spiritual life of over 165,000 personnel.

His awards include the Military Chaplains Association’s Distinguished Service Award, the Defense Superior Service Medal, the Legion of Merit, and ten Meritorious Service Medals.

He has been happily married for the past 36 years to the lovely former Loida Quijoy Yares from Cebu City, Philippines, and together, they have been blessed with three children: Raymond III (25), Aaron (22), and Rebekah (17).   He remains passionate about military ministry and about encouraging, equipping, and empowering military chaplains for effective ministry to our nation’s heroes and their families.
